  • A second arrest has been made as part of an investigation by state police into alleged underage drinking parties attended by Jasper-Troupsburg student-athletes.
    Tyler M. VanSkiver, 18, of Jasper, was charged with endangering the welfare of a child and making a false written statement, both misdemeanors.
    VanSkiver provided alcohol for parties held at the home of Lisa Tracy, the vice president of the Jasper-Troupsburg school board, according to Sr. Inv. Curt Eaton of the Bath-based New York State Police.
    VanSkiver also gave a false written statement as part of the investigation, according to Eaton.
    The five-month investigation began in January following a call to the New York State Child Abuse Hotline that members of the Jasper-Troupsburg sports teams were attending underage drinking parties at Tracy’s home.
    Tracy, 47, of Jasper, was charged last week with second-degree criminal nuisance and two counts of endangering the welfare of a child, both misdemeanors.
    The charges allege that Tracy provided a place where students repeatedly gathered to engage in unlawful conduct, that she allowed them to consume alcohol, and that she was present when the drinking occurred.
    Investigators said they believe the drinking parties had been occurring since 2012, and possibly before then.
    Tracy and VanSkiver are both set to appear in Jasper Town Court at 7 p.m. July 1.
    The investigation is continuing and more arrests are pending, according to Eaton.
