Consumers: NYSEG imposes new surcharge

A new surcharge that will affect all New York State Electric and Gas electricity customers took effect Friday, March 1. The cost of the new surcharge will depend on electricity usage. The typical bill impacts, as provided by NYSEG:
• $1.11 per month for a residential customer who uses 600 kilowatt hours per month.
• $29 per month for small, nonresidential customers with 50 kilowatts of demand and 12,600 kilowatt hours of monthly usage.
• $1,680 per month for large, nonresidential customers with 2,000 kilowatts of demand and 720,000 kilowatt hours of monthly usage.
The Reliability Supports Services Surcharge “will allow us to recover the cost incurred to keep the Cayuga Generating Facility in the Town of Lansing operating to ensure reliable electricity service in the region,” NYSEG said in a statement.
According to NYSEG, the Cayuga Operating Company LLC, which owns the power plant, filed last year a notice stating its intention to mothball the facility, effective Jan. 16, 2013.
NYSEG analyzed the proposed mothballing and determined it would have adverse reliability impacts on its customers, the company said.
The company said it identified transmission system reinforcements as a potential mitigation measure, but the company determined the reinforcements would not be ready by Jan. 16. Because of this, NYSEG determined the Cayuga facility would have to remain operational to ensure system reliability.
Late last year, NYSEG and Cayuga reached a one-year agreement, under which NYSEG will procure reliability support services from the Cayuga facility.
Over the next few months, NYSEG will be seeking less expensive alternatives to the Cayuga agreement, the company said.
However, the reliability support services will need to remain in place for several years until NYSEG’s transmission system is reinforced, NYSEG said.
