Hammondsport village minutes
December 12, 2006

The Village of Hammondsport held its regular Board meeting on Tuesday December 12, 2006 at 6:00 p.m. in the Village Office, 41 Lake Street, Hammondsport, NY.

PRESENT: Mayor Emery Cummings; Trustee Larry Foster; Trustee Anne Green; Trustee Stella Pulver; Trustee Rachel Brown; DP W Superintendent Randy Hoad; Officer in Charge Jack Merriam; Clerk Lela Martuscello

OTHERS PRESENT: Abigail Calafrore, Morgan Rago, and Brandon Snyder.

Approval of minutes: On motion of Trustee Brown and seconded by Trustee Pulver and carried, all voting Aye to approve the meeting minutes of November 14, 2006 and December 4, 2006.

Payment of Abstracts: On motion of Trustee Green and seconded by Trustee Brown and carried, all voting Aye, RESOLVED that the Clerk-Treasurer be and is hereby authorized to pay General fund Abstract #10, claim #286-316 totaling $12,530.85 and Water Fund Abstract #10, claim #136-148 totaling $6,686.48.

DEPARTMENT

REPORTS

Police: Officer in Charge Merriam submitted a police report for the month of November. Vandalism of street signs was discussed. Officer Merriam will patrol at night to enforce the NO PARKING on village streets between 2:00 a.m. and 6:00 a.m.

DPW: DPW Superintendent Hoad gave a Street and Water report for the month of November. Superintendent Hoad discussed with the Board the possibility of purchasing a dump truck.

Funding for the new truck was discussed.

On motion of Trustee Foster and seconded by Trustee Pulver and carried, all voting Aye RESOLVED to authorize DPW superintendent Hoad to begin the spec process for purchasing a dump truck.

Finance: On motion of Trustee Pulver and seconded by Trustee Brown and carried, all voting Aye, RESOLVED that the Clerk-Treasurer be and is hereby authorized to make the following accounting transfers: DR A9010.8 7263.00

Parks: Nothing to report at this time. On motion of Trustee Foster and seconded by Trustee Pulver and carried, all voting Aye to approve the Department Reports.

OLD BUSINESS

Village Justice: Village Justice must continue until the end of term.

Mayor Cummings discussed with the Trustees correspondence received from Judge Kressly regarding the decrease in his Justice salary at the beginning of his term April 2006. The Clerk will forward the correspondence to Attorney Reed.

On motion of Trustee Green and seconded by Trustee Brown and carried, all voting Aye RESOLVED, that Attorney Reed be and is hereby authorized to write up a resolution abolishing the position of Village Justice.

NEW BUSINESS

Water Warrant: On motion of Trustee Brown and seconded by Trustee Pulver and carried, all voting Aye to approve the Water Warrant in the amount of $45,916.

The Board discussed creating a form to be completed by organizations desiring to hang a banner from the Village of Hammondsport banner poles located on Main Street.

Trustee Green, DPW Supervisor Hoad and the Clerk will draw up a form to be reviewed by the Board.

On motion of Trustee Pulver and seconded by Trustee Foster and carried all voting Aye, to adjourn the regular board meeting at 6:30 p.m.

BUDGET WORKSHOP

Mayor Cummings opened the Budget Workshop at 6:30 p.m.

The General Fund Budget for 2007/2008 was discussed. The Budget Officer discussed changes in appropriation lines with the Trustees.

The Board agreed to appropriate 37,409.73 of the General Fund fund balance to keep the tax rate at $11.50 per $1000 of assessed value.

Executive Session: On motion of Trustee Brown and seconded by Trustee Green and carried, all voting Aye to enter into executive session at 7:10 p.m. to discuss matters leading to the employment of personnel.

On motion of Trustee Pulver and seconded by Trustee Brown to come out of executive session at 7:10 p.m. and resume the budget workshop.

On motion of Trustee Pulver and seconded by Trustee Brown and carried, all voting Aye RESOLVED, that the Trustees of the Village of Hammondsport will hold a public hearing on the 2007/2008 General Fund Preliminary Budget at 6:00 p.m. on January 9, 2007.

Total Appropriations are $564,457.82.

The preliminary budget includes maximum compensation for the Mayor of $2064 per year and Trustees of $1236 each per year.

The tax rate is set at $11.50 per $1000 of assessed value.
