Hammondsport village board minutes

January 9, 2007

The Vi l l a g e o f Hammondsport held its regular Board meeting on Tuesday January 9, 2007 at 6:00 p.m. in the Village Office, 41 Lake Street, Hammondsport, NY. Before the regular meeting the Village Board held a Public Hearing on the proposed 2007/2008 General Fund Budget.

PRESENT: Mayor Emery Cummings; Trustee Stella Pulver; Trustee Larry Foster; Trustee Anne Green; Trustee Rachel Brown; DPW Superintendent Randy Hoad; Officer in Charge Jack Merriam; Clerk Lela Martuscello.

Mayor Cummings opened the Public Hearing at 6:00 p.m.

No one from the public attended the Public Hearing.

On motion of Trustee Green and seconded by Trustee Foster and carried, all voting Aye to close the Public Hearing at 6:10 p.m.

BUSINESS MEETING

Mayor Cummings opened the regular Board meeting at 6:10 p.m.

Approval of minutes: On motion of Trustee Green and seconded by Trustee Brown and carried, all voting Aye to approve the meeting minutes of December 12, 2006.

Payment of Abstracts: On motion of Trustee Foster and seconded by Trustee Pulver and carried, al l vot ing Aye, RESOLVED that the clerk- Treasurer is hereby authorized to pay General Fund Abstract #11, claim #317-346 totaling $13,532.75 and Water Fund Abstract #11, claim #149-166 totaling $8,077.78.

Department Reports

Police: Officer Merriam submitted an oral Police report for the month of December. Officer Merriam logged 181 hours and the part-time officer logged 17 hours. Seventeen parking tickets were issued and court security was provided. One complaint was reported at the Grape Street Park. Guy Fitzpatrick complained of a child climbing on the fence between his property and the park. The child jumped in his yard to retrieve a ball. Mr. Fitzpatrick is worried about a liability issue. After much discussion, the Board authorized DPW Superintendent to purchase "keep off the fence" signs for the park.

DPW: DPW Superinten-dent Hoad submitted an oral report of the Street and Water Departments for the month of December. A water main break was repaired on Reservoir Hill. A snow pusher was built for clearing snow around the business district; repairs were made to the fence in the Grape Street Park. Also reported were the quotes received for the new Dump Truck.

On motion of Trustee Brown and seconded by Trustee Foster and carried, all voting Aye, RESOLVED to authorize Superintendent Hoad to purchase a 2007 4300 SBA Dump Truck from Industrial Truck and Engine Corp. for NYS OSG contract price of $61,525.82.

ROLL CALL VOTE: Mayor Cummings - Aye; Trustee Green - Aye; Trustee Brown - Aye; Trustee Foster - Aye; Trustee Pulver - Aye

On motion of Trustee Pulver and seconded by Trustee Foster and carried, all voting Aye to approve the Department Reports.

Mayor Cummings reported that the Beautification Committee would be meeting January 10, 2007.

OLD BUSINESS

Justice court: The Board discussed abolishing the position of Village Justice, which is subject to permissive referendum.

On motion of Trustee Green and seconded by Trustee Foster and carried, all voting Aye, it is hereby RESOLVED that the Board of Trustees for the Village of Hammondsport shall terminate the position of Village Justice with said position to be terminated upon the 5th day of April 2010 with said date being the conclusion of the currently existing term.

ROLL CALL VOTE: Mayor Cummings - Aye; Trustee Green - Aye; Trustee Foster - Aye; Trustee Pulver - Aye; Trustee Brown - Aye

Depot Lease: After much discussion the Board decided to return the lease to Supervisor Gardiner with the proposed changes.

Banner Forms: The Board discussed a form drawn up by the Clerk; after many suggestions, the Clerk will revise the form for the next meeting.

NEW BUSINESS

Parking fines and fees: The Village Board revised the parking fine fees. All current $5.00 fines are now $10.00 and $10.00 fines are now $20.00. Two new fines were added.

Election: On motion of Trustee Green and seconded by Trustee Brown and carried, all voting Aye, it is hereby RESOLVED to set March 20, 2007 as Village Election Day with the polls open from 12:00 p.m. to 9:00 p.m. and the location of the polls to be 41 Lake Street Hammondsport, NY.

ROLL CALL VOTE: 5 - Ayes 0 - Nays

On motion of Trustee Pulver and seconded by trustee Brown and carried, all voting Aye to approve the following Election Inspectors and Custodian:

Lillian Elwood, Republican Linda Kressly, Republican Lucy Perkins, Democrat Anne Green, Democrat

Luther Perkins, Custodian

The Board discussed a proposal from Brett Steeves regarding the painting of the bridge abuttement at the entrance of Hammondsport from West Lake Rd. The wall would be painted with "Welcome to Hammondsport." DPW Superintendent Hoad will secure all necessary permits.

On motion of Trustee Brown and seconded by Trustee Green and carried, all voting Aye to approve the painting of the Bridge Wall at the entrance to Hammondsport from West Lake Road with "Welcome to Hammondsport."

On motion of Trustee Green and seconded by Trustee Brown and carried, all voting Aye to adjourn the meeting at 8:00 p.m. Respectfully submitted, Lela Martuscello Clerk-Treasurer
