SCAP unrolls senior housing plans

HAMMONDSPORT - Plans for the SCAP housing project on Lake Street were displayed last week at a joint meeting of the Hammondsport village and Urbana town planning boards.

SCAP Executive Director Jeffrey Eaton told the boards and roughly two dozen residents at the meeting the informal session was designed to present the plans and invite comments and questions.

The building, a former three-story school, is owned by the town and will be vacated within weeks. SCAP expects to renovate the historic structure into 21 apartments for income-eligible seniors 62 and older.

Eligibility for the project is strictly regulated by the state, with funding at risk if the regulations are violated.

Civil engineer Jody Allen presented the project's site plan, which included septic and water systems and parking. The project already has received general permits from the state departments of Conservation and Health, with a technical review by the Keuka Watershed Improvement Cooperative, she said.

The plans will incorporate KWIC recommendations, including aerobic treatment and an Elgin septic system, she said. The septic system will be installed under the current parking lot, which will be repaved and reseeded after installation, Allen said.

The project also in cludes DEC-standard catch basins, and erosion control, she said.

Allen said water from the village water supply will be conducted through new 4- inch pipes, and the only access to the parking lot will be from Liberty Street, located at the rear of the building.
