The blotter Controlled substance Village police last week arrested Rondelle K. Moore, 23, of Rochester on charges of third-degree criminal possession of a controlled substance and third-degree criminal sale of a controlled substance. Moore's arrest followed a six-month investigation into the sale of cocaine in the village. She was charged with a Superior Court warrant as the result of a Steuben County grand jury sealed indictment. Moore was arraigned in county court and remanded to the county jail pending future court appearances. Assault The Bath Police Department's criminal investigation unit last week charged Tyler J. Hill, 16, of Bath with second-degree assault. The charge stems from an incident that occurred Oct. 31 when an unidentified 17-year-old male was struck on the head with a tennis racket. HIll was issued an appearance ticket for a later date in
