Man charged with illegal dumping

AVOCA - A 26-yearold Wayland man was charged May 3 with illegally disposing of solid waste for allegedly dumping garbage at an Avoca building owned by Richard D. Lindsay, who is currently jailed on attempted murder and other charges.

Leonard Cartwright is accused of dumping a large amount of garbage in a building owned by Lindsay during the month of February. He was charged with illegal disposal of solid waste and operating a solidwaste facility with out a permit.

Lindsay, 48, of North Hornell, was charged with similar crimes in February, before he allegedly attempted to kill his wife during an attack March 14 at the Coopers Plains BOCES.

The garbage dumped at Lindsay's building came from the South view Manor Trailer Park in Bath, Steuben County Sheriff's deputies said. Lindsay owns the trailer park and Cartwright was the park's manager.

Deputies and officers with the state Department of Environmental Conservation are continuing to investigate the amount and type of garbage dumped.

Deputies said the men were warned to remove the garbage as soon as possible because it poses a health hazard.

In addition to the attack and dumping charges, Lindsay faces more than 60 felony counts related to the sexual abuse of children. He is in jail without bail.
