A report of an explosion Feb. 22 in the Village of Odessa led to the arrest of Thomas P. Starkweather, 20, of Watkins Glen, on a charge of disorderly conduct.
The Schuyler County Sheriff’s Officer reports that Starkweather was shooting at explosive targets in a remote location off Mitchell Hollow Road in the Town of Catharine. The targets, made of tannerite, are legal and are available at sporting goods stores.
Starkweather was charged because the size of the explosion and the proximity to the Village of Odessa caused public alarm.
He is scheduled to appear in Town of Catharine Court.
