BATH - Susette Harrian, who served as clerk-treasurer for the Village of Savona from October 2006 to January 2018, pleaded guilty Monday to second-degree falsifying business records, a class A misdemeanor, for mismanagement of village funds while her husband was mayor.


Susette Harrian and her husband, former Savona mayor Gregge Harrian were each charged in 2016 for misappropriation of thousands of dollars in Savona village funds for multiple unauthorized and personal transactions over several years.


According to an audit conducted by state Comptroller Thomas DiNapoli’s office in 2016, "the (former) Mayor used the Village credit card to make personal purchases of cigarettes, soda and food and submitted unsupported and inaccurate mileage and purchase reimbursement claims in an attempt to offset these inappropriate purchases."


Steuben County District Attorney Brooks Baker said Susette Harrian pleaded guilty Monday morning in front of Judge Phil Roche.


"That plea covered both her charges, and the charges of her husband," Baker said. "Under the plea, she was sentenced to a conditional discharge, with $1,800 dollars in restitution to be paid to the Village of Savona."


Baker said that is the amount of money that was taken from the village and that number came through the state Comptroller’s audit.


"(Susette Harrian) took ownership of the criminal activity," Baker said. "When she entered the plea and that covered (Gregge‘s) liability, as well. Her plea covered his charges. His charges were dismissed by her plea."


The Comptroller’s report stated that between June 1, 2010 to May 31, 2015 "the [former] Mayor made 224 credit card purchases totaling $27,051 and that 180 purchases (80 percent) totaling $6,317 lacked supporting documentation, such as an itemized receipt," while 13 mileage reimbursement claims submitted allegedly "lacked adequate support, such as the date and time of travel, the purpose of the travel, the place of departure and destination."


The report said it identified approximately $25,000 in "questionable costs."


Gregge Harrian was Mayor of Savona from June 2009 to June 2016. His wife, Susette Harrian, served as clerk-treasurer from October 2006 to January 2018, according to village officials.


"The only thing I really would like to say is it's been six years and I’m just glad it is over with," said current Savona Village Mayor Brian Scott.
